Partnering for PAWS
FOPAS has serviced municipalities and areas in unincorporated Clay and Platte Counties for over 25 years. During that time, we have never charged an intake fee or required reimbursement for TNR services (trap, neuter, release) from these jurisdictions. Due to many factors, non-profit organizations (and specifically privately-run animal shelters) are seeing their expenses surpass their income. A handful of animal rescues in the area have closed due to lack of funding and several of the bigger shelters have restricted their intake policies in response to this economic reality.
FOPAS has relied on donations and fundraisers for 99% of its operating expenses for 25 years, which recently decreased to 97% due to an increase in funding from the city of Parkville. Additionally, 99% of our staff consists of volunteers, which is extremely rare for other privately-run and city shelters in the metropolitan area.
Because we very much want to continue rescuing homeless cats (who know no boundaries), because we want to be fair to Parkville residents who support us through their tax dollars, and because we want other municipalities to take ownership of the cat overpopulation issue in their areas, we have come up with what we feel is an equitable compromise. In order for us to continue servicing jurisdictions outside of Parkville, we are now charging a $200 intake fee per cat/kitten, which covers the bare minimum of spay/neuter surgery, exam, vaccinations, FIV/FELV test, fecal, flea treatment, and microchip. We are also charging $100 per TNR, which is a dollar-for-dollar reimbursement for this service.
Over the summer of 2025, we reached out to every jurisdiction we had serviced over the past year, informed them of our intake policy changes, and gave them the time needed to discuss and revise their budgets. We are proud to announce partnerships with the following communities:

If you do not see your municipality or unincorporated area on this list, please feel free to reach out to friendsofparkvillecats@outlook.com to ask why. It may be that we do not receive intake requests from that jurisdiction and therefore did not reach out to them, or it may be that the jurisdiction said “no” to a partnership with FOPAS. If the latter and you would like your jurisdiction to reconsider their decision so that we can continue our services of intaking friendly stray cats and performing TNRs on ferals, please reach out to your mayor and board of aldermen, or in the case of Platte County, your county commissioners.
